Torbay Volunteer Fire Department

The Torbay Volunteer Fire Department (TVFD) was formed in 1974, after a tragic fire took the lives of 6 Torbay residents. In an ongoing commitment to help ensure such a tragedy never happens again, these dedicated Volunteers give freely of their time and energy, continually training and honing their skills. Their commitment to serving our Community in this essential way is integral to helping provide 8000 residents and businesses in the Towns of Torbay and Flatrock with professional emergency services. The TVFD has been fortunate to have had many skilled personnel volunteer their services, over the years.

The TVFD operates out of 2 stations, and provides the following services:

  • Fire Suppression
  • Fire Inspection
  • Public Education
  • Rescue
  • Medical Response
  • Vehicle Extrication

The Department has also implemented a full Fire Prevention Program with an emphasis in pre-fire planning and fire inspections. As well, they conduct fire drills in our schools.

Along with the assistance of The Torbay Volunteer Fire Department Auxiliary, the Department also takes part in many Community events and, when possible, conduct fundraising to help acquire the different needs of this 100% volunteer organization.

"Welcome to the Torbay Volunteer Fire Department page. It gives us great pleasure to share a little about our fantastic group and what they do for our communities. 

Torbay Volunteer Fire Department was started in 1974 and has grown to the department we have today, that has 3 stations and 6 trucks plus a rescue boat. Our members train all year round to be prepared for any and all emergencies that may come up. We respond to fire suppression calls, medical calls, road traffic accidents, water rescue and low angle rope rescue. Our department also has an active fire prevention program and a public relations program. 

The Torbay Volunteer Fire Department consists of 42 passionate, dedicated and professional members, who work hard to give back to their communities (Torbay and Flatrock). We participate in many community events from parades, fireworks, school events and more. This is another way we can help our communities and give back to our neighbours.

Fire Chief, Torbay Volunteer Fire Department

On April 9, 1974 a meeting was held by Torbay Town Council to form a volunteer fire department.  This was inspired by a tragic fire that took the lives of 6 of the town’s residents.  Bruce Escott was the town’s first chief and Jim Taque the Asst. Chief.  In total there were 29 members of the department.

In the spring of 1974 our first pumper, a 1974 International was purchased.  This truck was operated from Deputy Mayor Ron Ryan’s premises until early 1975 when the department moved into the newly constructed fire hall.

At that time, the department had about a dozen sets of fire clothes.  These were one size fits all and the first firefighters on scene got to wear them.

In 1974 the department did not have the pager system we have today for dispatch.  Instead, there were 8 “fire phones” in the community.   When a call was received, each spouse would have a list of firemen to call who would then respond.

The department’s first fire call was a vehicle fire on July 28, 1974 and the first structural fire the department responded to was on November 4, 1974 at the property of Mr. Bernard Walsh at the intersection of Convent Lane and North Pond Road.

In 1977 the department conducted a door to door fundraising campaign to raise money to purchase our 1977 Chevy 4×4 pickup.  We used this vehicle to carry our portable pump and some extra hose.

In 1978 the department purchased its first two sets of “Survive-Air” breathing apparatus.

In 1984 an extension was built on to the existing fire hall giving us two more parking spaces for vehicles and a new meeting room downstairs.

In 1984 Wayne Coady became the department’s second Asst. Chief.  He served in this position until he became chief in 1985.

In 1985 we purchased a 1955 International pumper.  We used that as a second pumper until 1997 when a new pumper was purchased.

Wayne Coady became the town’s second fire chief in 1985 and served until 2001.

Pat McGrath became the department’s third Asst. Chief in 1985 and served until 1989.

In 1987 we purchased a 1983 Ford cube van which served as our rescue unit until the purchase of our current rescue vehicle in 2000.

In 1989 the department started responding to life threatening (code 4) medical calls.  From this point forward, all firefighters were trained in first aid, CPR, and oxygen therapy.

In 1990 Mike McGrath became the department’s fourth Asst. Chief.

In 1997 the department purchased a new International pumper (our current pumper 1).

Glenn Mahon became the third fire chief in 2002 and remained in that position until July 2003.

In January, 2002 the department purchased 10 new “MSA” breathing apparatus with 25 spare cylinders to replace the three different types that the department had been using up until that point.

Mike McGrath became the department’s fourth chief in July 2003.

In 2007, the department purchased a new 2007 Pumper

In October, 2007, we officially opened the Flatrock Station, which is home to our new 2007 Pumper

The department has operated a booth at the Royal St. John’s Regatta since 1974.  You can find our red booth at the head of the pond surrounded by lots of people buying tickets to support our department.

On November 28 2012, we received our new 2013 Freightliner 4-Door Pumper/Rescue

In 2012 we purchased our current Pumper one, Freightliner chassis with a 1050gpm pump and 1000 gal.

In 2017, we purchased our new walk in Rescue that carries 6 firefighters, 4 SCBA’s, our Technical rescue equipment and our Jaws Of Life and medical gear.

In 2018, we purchased our 1500 gallon Tanker that has been a great asset to the entire region- serving our communities and is available to our neighbouring towns.

In 2021, our new Annex station opened to hold our rescue boat, mini pumper/wildland truck and our fitness facility. This additional facility adds tremendous space and resources to our members and our residents.

In December of 2021, our long serving Chief, Mike McGrath, decided to step down and resign from our department, after serving for 48 years and 18 years as the Fire Chief.

On December 31, 2021, Chief Rodney Gaudet was appointed as the new Chief and currently serves in this position today.

The Torbay Volunteer Fire Department operates out of 2 stations; the main one located at 1288 Torbay Road with Annex located behind the station, and our Satellite Station located on the main road in Flatrock.

The Torbay Station boasts a two bay apparatus floor with room for our Pumper and Rescue and firefighter turnout gear. The station also features a communications room, SCBA recharge system with compressor, 4 offices for our executive and officers, a full kitchen and meeting/training room. The Annex holds our mini pumper/wild land truck, our rescue boat and our fitness facility.

The Flatrock Station holds a pumper truck and our new tanker truck. It has lockers with firefighter’s turnout gear, as well as a room upstairs that serves as an office/kitchen.

Smoke Detectors

It's a goal of the fire department to have properly placed and working smoke detectors in every home in the community! If you do not have a smoke detector, or have one but don’t have it installed, call us. We will gladly supply you with and install up to 2 battery operated smoke detectors in your home. If you have your own detectors and are simply unsure of the best mounting location, we’d be glad to help you!

Home Fire Inspections

The best way to ensure that you are fire safe is to have a home or business fire inspection. We have the ability to inspect your home for any fire hazards, ensure that all smoke detectors are working and functional, and review your home evacuation plans at no charge or obligation.

Learn Not to Burn

For more than 20 years, Learn Not to Burn ® (LNTB) has been the theme and focus of NFPA’s comprehensive public fire safety education initiatives. Based on NFPA’s belief that fire safety information should be presented in a positive, non-threatening manner, LNTB teaches people of all ages how to make responsible choices regarding health and safety. The Torbay Volunteer Fire Department is a supporter of the Learn Not to Burn ® program and assists teachers and schools with its implementation.

As a 100% volunteer fire department with no staff at the station full time, many people wonder what happens when you pick up the phone to call 911 in the Torbay and Flatrock area.

Here is what happens:

  1. Call is received by St. John’s Regional Fire Department 911 Communication center.

  2. Dispatcher on duty determines the nature and location of the emergency call.

  3. The 911 dispatcher contacts the TVFD via a direct line, which also causes all of our firefighters pagers to simultaneously activate.

  4. The TVFD obtains the following information: Incident type, location, name, telephone number and any other information the dispatcher can provide.

  5. At this point, all department members are making their way to the station in their own vehicles.  Of course, we still have to follow all traffic rules and obey all posted speed limits.

  6. As we arrive we gear up and get on the appropriate trucks.  Once a full crew has arrived for the first out vehicle, that vehicle departs the station.  Other required vehicles will leave the station as they reach adequate crews.

  7. While en route the TVFD contacts the 911 dispatcher by radio to confirm the address and get any additional information that the dispatcher may have received since the original call.

  8. We arrive at the incident ready to go.

You can help us speed up our response times by following these simple tips:

  • When you call 911 try to stay calm.  The dispatcher will have a number of questions for you.  The quicker you answer them the quicker we can be dispatched.

  • Post your address and telephone number by the phone for easy reference.

  • Stay on the line until the dispatcher tells you to hang up.

  • Ensure that your house number is clearly marked on your house and visible on both sides of the road.

  • If you an emergency vehicle approaching with flashing lights activated, PULL TO THE RIGHT AND STOP. Remember, Seconds can save someone you care about.

As a 100% volunteer organization we rely on the support of the community to fill our ranks. Come be a part of our team!

Requirements:

  • Must be 19 years of age or older.

  • Live in the fire district served by the Torbay Volunteer Fire Department.

  • Have access to a vehicle.

  • Be of good character.

  • Be of good health.

Expectations as a Member:

  • Commit to bi-monthly meetings and truck checks (every second Monday).

  • Be available for regularly scheduled training drills and practices.
  • Respond to all emergency calls when available.

  • Assist with fire prevention, public relations and general administrative duties.

What's Provided as a Member:

  • All required training at no cost to you.

  • All required personal protective equipment (PPE).

  • Insurance coverage.

  • A small honorarium based on attendance and training.

  • A rewarding and valuable volunteer experience.

When the department’s active membership falls below our regular numbers you will be scheduled for an interview with the Recruitment Committee. You will be required to provide a Certificate of Conduct and a driver’s abstract.

All applicants will be ranked according to their scores from the interview and selection process and will be offered positions as recruits in the order of their ranking. Successful applicants will join the department as Recruit Members and begin training at the Recruit Level.

After a 6 month probation period is completed the Recruitment Committee reviews the recruits progress and a decision is made whether the applicant becomes an active member. The successful Recruits then become “Active Firefighters” within the department.
