Housing Incentive Program

Torbay's Housing Incentive Program was created to accelerate housing development within the community, specifically for local builders and developers. The goal of these incentives is to provide financial assistance to builders to develop missing middle, multi-unit and affordable dwelling units. Through incentivizing this development, the Town hopes to increase housing density and multi-unit housing options.

This Program Offers

Missing Middle Grant

One-time grant of up to $10,000 per new 'missing middle' dwelling unit, with up to a maximum grant of $125,000 per multi-unit development.

Affordable Housing Grant

One-time grant of up to $15,000 per new affordable housing unit, with up to a maximum of $150,000 under the affordable housing incentive program.

These two grants can be stacked and will be distributed on a first-come, first-serve basis. The funding is also subject to project readiness (footing/building permit) and HAF funding availability.

This program will also waive any application fees, discretionary use process fees, building permit fees, and occupancy permit fees associated with the development. However, Refundable deposits, levies and assessment fees still apply.

Secondary Suites

$10,000 per Unit

A separate dwelling unit constructed within, below, above or attached to a single dwelling, and subsidiary to the main dwelling unit.

Row Dwellings

$10,000 per Unit

Three or more dwelling units at ground level in one building, each unit separated vertically from the others.

Double Dwellings

$10,000 per Unit

One building containing two dwelling units, placed one above the other, side by side, or joined by a carport with separate lot areas and ownership dedicated to each unit, and does not include a single dwelling containing a secondary suite or in-law suite.

Apartment / Condo / Multi-Unit / Mixed-Use Building

$10,000 per Unit

A building containing three or more dwelling units, but does not include a row dwelling or a single dwelling with a subsidiary apartment.

Affordable Housing Units

$15,000 per Unit

Affordable rental rate for a determined period of time approximately $1,225 monthly. (Based on 30% of average per capita income of Torbay residents ($1,220) (2024 data) and the greater St. John’s metro region ($1,230), as determined.
