Torbay Housing Accelerator Fund

The rising cost of housing along with an increasing population has caused a limitation of housing, especially for households in the low to very low-income brackets It is projected the Town of Torbay must build 600 new dwelling units by 2031 to meet the housing demand. The federal government has given $2.1 million to the Town to help accelerate the growth of housing. Torbay is committed to building 113 new homes by the end of 2027. This will include 71 missing middle dwelling units and 10 affordable housing units.

Missing middle units refers to housing forms that excludes single family homes and that cater to a specific income bracket and household size. This includes subsidiary apartments, duplexes, and row houses.

Torbay's Housing Incentive Program was created to accelerate housing development within the community, specifically for local builders and developers.

The Town’s permitting process is likely to see a backlog of permit applications due to an increased number of developments. As a result, Torbay is looking to utilize an e-permitting software to better manage and assess permit applications as they come in, as well as communicate with applicants more efficiently.

The Town is hoping to permit the use of a variety of new housing types, including secondary suites, duplexes, triplexes, row homes, apartments/condos and garden suites. To ensure these buildings adhere to the Town’s development regulations, design guidelines will be developed to help produce ready-to-implement concepts that are adaptable to Torbay’s existing aesthetic and characteristics.

Did you know that changes to housing forms and increased population density has significant impacts on the transport methods and patterns? The account for this, the Town is initiating an Active Transportation Plan to determine ways to make the community more accessible by walking and cycling.

Municipal and Crown-owned land can offer tremendous opportunities for future development. However, land ownership boundaries can often be difficult to determine. Therefore, the Town will produce a land inventory to identify publicly-owned areas within Torbay that contain potential for development of housing.
